Quezon Avenue, West Triangle, Quezon City www.dilg.gov.ph DILG OPINION NO. ms. 2028. (MAR 23 2026 BOARD OF TRUSTEES AND MEMBERS Philippine Theatrical Pyrotechnic Operations Association, Inc. 2550 New Panaderos Street, Sta. Ana Manila Dear Board of Trustees and Members PTPOA: This has reference to your Letter dated November 4, 2025, requesting this Department’s guidance and intervention concerning the application for a permit to import theatrical effects. It is intimated that for 18 years your stakeholders have operated under the authority of the Philippine National Police (PNP) pursuant to Republic Act No. 7183". Itis alleged that the absence of a specific classification for theatrical effects in the Implementing Rules and Regulations (IRR) of the said law has made import applications increasingly difficult. Ostensibly, the PNP Legal Service has recently opined that the importation of finished pyrotechnic devices is prohibited. Consequently, this has resulted in the suspension of permit processing. This interpretation, according to you, conflicts with the previous legal opinions that consistently allowed such imports. The Permit to Import for Blackpink (FEO FC-PD Control No. 418, dated October 9, 2025) remains unprocessed beyond the prescribed 7-day period, with no written explanation or release date, even after full compliance. Hence, the subject appeal/request for intervention on the following matters: 1. For the CSG-PNP [Philippine National Police-Civil Security Group] to issue the Permit to Import under FEO-FC/PD Control No. 418; 2. For the CSG-FEO to repeal the restrictions and additional regulatory requirements introduced after the September 6, 2023 opinion; 3. For the Chief PNP to authorize and approve the acceptance and processing of applications for theatrical effects; 4. For the CSG-FEO Technical Working Group (TWG) to conduct stakeholder consultation in amending IRR; + AN ACT REGULATING THE SALE, MANUFACTURE, DISTRIBUTION AND USE OF FIRECRACKERS AND OTHER PYROTECHNIC DEVICES “Matino, Mahusay at Maaasahan” Trunkline No. (02) 8876 3454
