ERIO Vice Mayor Office of the Sangguniang Bayan Municipality of Trinidad, Bohol THRU: WARLITA A. OREVILLO-ORIOQUE Secretary to the Sanggunian Dear Vice Mayor Erio: This has reference to the indorsement letter dated January 31, 2025, from Atty. Rowena Turingan-Sanchez, Director IV, Legal Office, Office of the President, relative to Sangguniang Bayan (SB) Resolution No. 001, s. 2025, seeking legal opinions, legal remedies, and legal actions concerning the veto message of the Municipal Mayor of Trinidad, Bohol, against Municipal Appropriation Ordinance No. 2024-04. Culled from the subject SB Resolution and its attachments are the following pertinent factual antecedents: e On December 16, 2024, the SB passed, through mass motion, Resolution No. 336, s. 2024, titled: “A Resolution Adopting and Approving the Supplemental Investment Plan (SIP) for the Proposed Supplemental Budget No. 3, CY 2024 for the Purpose of Granting the Collective Negotiation Agreement (CNA) Agreement, Service Recognition Incentive (SRI) for all Qualified Personnel, Elected Officials and Appointed Employees and For Granting the Gratuity Pay for Contract of Service (COS) and Job Order (JO) Workers with Estimated Total Amount of Ten Million Seven Hundred Forty Four Thousand (P10,744,000.00) Pesos Only to be Taken From the Savings of Allowable Maintenance and Other Operating Expenses (MOOE) and Savings from Personal Services of the Current Annual Budget CY 2024 as Recommended by the Municipal Development Council Per its Resolution No. 07, Series of 2024.” e On December 17, 2024, the aforesaid Resolution, together with Appropriation Ordinance No. 2024-04, was submitted to and acknowledged receipt by the Office of the Municipal Mayor. e On December 19, 2024, the Municipal Mayor in return, sent a Veto Message against Appropriation Ordinance No. 2024-04. Apparently, the said Veto Message has caused confusion among the SB members. The SB members observed that in the 18! paragraph thereof, the Municipal Mayor vetoed the said Ordinance in its “Matino, Mahusay at Maaasahan” Trunkline No. (02) 8876 3454
