Code map: section 469. The Secretary’s functions cover recording, custody, legislative information and certified copies. Link an enacted measure to its minutes, approval, posting/publication and later amendment history. The Code’s public-access language concerns records of public character and non-confidential records; distinguish that legal qualification when answering a request.
