Recent changes requiring immediate attention
Barangay and SK term and election provisions. The latest related enactment located in the official index is RA 12326, dated 24 September 2026. Its text amends RA 12232 and provides five-year terms and a November 2028 election schedule, with additional SK vacancy provisions. Read the full transitory, hold-over and effectivity clauses; use current COMELEC issuances and check for subsequent judicial orders. This guide does not certify litigation status. Do not apply the older three-year or 2025 four-year wording as if unchanged.

Real-property valuation. RA 12001 and its IRR provide a newer statutory framework. Compare the Code’s older valuation and assessment provisions with the reform statute and its express modifying/repealing clauses. Do not treat a changed market value as automatically the same thing as a newly set local tax rate.

Income classification. RA 11964 establishes automatic income classification. Use the latest applicable DOF classification issuance when a power or staffing rule depends on LGU class; this guide does not assign Pagadian a class.
