Quorum and voting denominators Code map: sections 49, 50, 52 and 53. Record the current legally elected and qualified membership and actual attendance. Determine quorum before business and call the roll when it is questioned. La Carlota City v Rojo, in its majority decision, discusses including the presiding officer in quorum computation. Do not confuse a majority of those present with a majority or two-thirds of all members. A fixed seven-member figure in a local IRP is not a universal formula. Under section 53(c), where no quorum exists no further business shall be transacted; the Chair declares adjournment. The supplied Pagadian IRP’s first-reading referral exception should be specifically reviewed against that text. https://elibrary.judiciary.gov.ph/thebookshelf/showdocs/2/53542 https://elibrary.judiciary.gov.ph/thebookshelf/showdocs/1/54801
