SALENGA: Yes, Your Honor. ASSOCIATE JUSTICE DIMAAMPAO: Despite the absence of public emergency or calamity? ATTY. SALENGA: Yes, Your Honor. ASSOCIATE JUSTICE DIMAAMP AO: , Are you also ... are you· also saying that, as regards· fue implementation of this NEP, the Executive can also be said to have committed grave abuse of discretion likewise?
