MANAGEMENT INFORMATION TOOL (DBM SUBMIT)
1.0 BACKGROUND
The Department of Budget and Management (DBM) continuously undertakes
measures to improve the efficiency, transparency, and accountability of public
expenditure management.
Consistent with this mandate, the DBM developed the Submission and Budget
Management Information Tool (SUBMIT) as the centralized, online platform for
the electronic submission, management, and monitoring of budget execution-
related requests and its supporting documents.
2.0 PURPOSE AND OBJECTIVES
This Circular Letter is issued to institutionalize the use of the DBM SUBMIT to
enable authorized personnel from different agencies and entities to
electronically submit budget-execution related requests, upload supporting
documents, and monitor the status and progress of their transactions through
a unified and role-based online system. The platform standardizes submission
and facilitates the routing of requests to the appropriate DBM office or
processor.
