Consistent with this mandate, the DBM developed the Submission and Budget Management Information Tool (SUBMIT) as the centralized, online platform for the electronic submission, management, and monitoring of budget execution- related requests and its supporting documents. 2.0 PURPOSE AND OBJECTIVES This Circular Letter is issued to institutionalize the use of the DBM SUBMIT to enable authorized personnel from different agencies and entities to electronically submit budget-execution related requests, upload supporting documents, and monitor the status and progress of their transactions through a unified and role-based online system. The platform standardizes submission and facilitates the routing of requests to the appropriate DBM office or processor. Page 1 of 8 [ Digital p. 2 of 19 ] The implementation of DBM SUBMIT shall pursue the following objectives: 2.1 Digitalize the submission of budget execution-related requests by providing agencies with a centralized and standardized electronic channel for submitting requests and supporting documents to the DBM. 2.2 Reduce paper consumption and administrative resource requirements by minimizing the printing, reproduction, physical handling, transportation, and storage of documents associated with manual submissions, thereby contributing to the prudent use of government resources. 2.3 Improve the speed and efficiency of government transactions by streamlining the receipt, review, routing, and monitoring of agency requests and reducing unnecessary manual and physical transmission of documents. 2.4 Improve transparency and traceability by providing agencies with the capability to monitor the status of submitted requests and maintaining a record of transaction history and actions taken in the system. 2.5 Standardize documentary submissions by promoting consistent submission of required information and supporting documents and facilitating the identification of incomplete or deficient submissions before further processing. 2.6 Contribute to the modernization of public financial management by developing a more integrated, technology-enabled, and efficient public sector. 3.0 LEGAL AND POLICY BASES The implementation of DBM SUBMIT is anchored on the following laws, policies, and government reform initiatives: 3.1 Section 9 (I), Republic Act No. 12254, or the E-Governance Act institutionalizes the transition of the Government to e-Governance and provides for the digitalization of government processes. The law promotes the digitalization of paper-based transactions, as well as the use of Government Public Key Infrastructure (PKI) to facilitate secure electronic transactions. Section 15.4 of the Implementing Rules and Regulations of R.A. No. 12254 further provides for the promotion of Government Public Key Infrastructure (PKI) digital certificates that enable paperless transactions and remote approval by signatories in government, as well as the digitalization of government records and workflows. ii Page 2 of 8 [ Digital p. 3 of 19 ] SUBMIT supports these objectives by providing an electronic mechanism for the submission and management of documents covered by the DBM Citizen's Charter. 3.2 Sections 6 and 7 of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, require government agencies to establish and publish their Citizen's Charters identifying, among others, the requirements, procedures, responsible personnel, processing time, and applicable fees for government services. The implementation of SUBMIT shall therefore be aligned with the applicable service standards and documentary requirements contained in the DBM Citizen's Charter while following the standards set by Republic Act No. 11032. 3.3 Section 20 of Republic Act No. 10173, or the Data Privacy Act of 2012, requires the protection of personal information and the adoption of reasonable and appropriate measures to protect personal information against unauthorized access, disclosure, alteration, destruction, or other unlawful processing,. DBM adheres to this law by ensuring sufficient safeguards to protect all information that will be submitted in SUBMIT. 3.4 Republic Act No. 9470, or the National Archives of the Philippines Act of 2007, governs the proper management, preservation, retention, and disposition of public records, including electronic records. SUBMIT supports this by strengthening records traceability to ensure the preservation, retention, and disposition of electronic records in accordance with the law. 3.5 Presidential Decree No. 1445, or the Government Auditing Code of the Philippines, declares the policy of the State that government resources shall be managed, expended, or utilized in accordance with law and regulations and safeguarded against loss or wastage, with a view to ensuring efficiency, economy, and effectiveness in government operations. SUBMIT supports this policy by reducing unnecessary printing, physical document reproduction, manual handling, and other avoidable administrative requirements associated with paper-based submission and processing. 3.6 The Philippine Development Plan (PDP) 2023-2028 identifies the need to improve bureaucratic efficiency through the rationalization and strengthening of government functions, systems, and mechanisms. This includes acceleration of digital transformation in government and raising of the productivity performance of government agencies. Page 3 of 8 [ Digital p. 4 of 19 ] The implementation of DBM SUBMIT contributes to these objectives by digitalizing an inter-agency budget transaction and establishing a standardized electronic mechanism for the submission and monitoring of requests. 4.0 SCOPE AND COVERAGE 4.1 Documents and Transactions Covered DBM SUBMIT shall initially cover the budget execution-related requests identified in the DBM Citizen's Charter. The applicable DBM Citizen's Charter shall serve as the primary reference for determining the service or transaction covered, the documentary requirements, the client steps, the DBM agency actions, the prescribed processing time; and the responsible DBM office or unit. Documents or transactions that are not identified in the DBM Citizen's Charter as budget execution-related requests or have not been designated by the DBM for electronic submission through DBM SUBMIT shall continue to follow their existing submission procedures. 4.2 Agency Coverage The Circular Letter shall apply to government entities that transact with the DBM and are included in the DBM SUBMIT rollout, including, as applicable: 4.2.1 National Government Agencies; 4.2.2 State Universities and Colleges; 4.2.3 Government-Owned or -Controlled Corporations that are within the coverage of DBM; and 4.2.4 Other government entities specifically identified by the DBM. 4.3 Exclusion from the Coverage The budget execution-related requests of Local Government Units (LGUs) will not be covered by DBM SUBMIT and will remain subject to the existing process implemented, such as Ugnayang Bayan Portal (UBP) and the Document Management System (DMS) of DBM. Page 4 of 8 [ Digital p. 5 of 19 ] 4.4 Expansion of Coverage The DBM may expand the coverage of DBM SUBMIT to include additional documents, requests, transactions, services, or government entities, as may be determined necessary to further the objectives of digitalization, process improvement, and efficient government service delivery. Any expansion of coverage shall be subject to appropriate subsequent issuances by the DBM and will be communicated through official DBM channels prior to its implementation. 5.0 POLICY ON THE USE OF DBM SUBMIT A successfully transmitted electronic submission shall be considered an official submission to the DBM, subject to applicable laws and regulations concerning digital documents, electronic signatures, digital authentication, records management, and government transactions. Accordingly, agencies covered by a particular rollout shall no longer be required to submit the physical copies, unless specifically required by law, existing DBM rules and regulations, or as may be expressly directed by the DBM. The use of DBM SUBMIT shall not dispense with any substantive documentary, legal, accounting, auditing, or other requirements applicable to the transaction. Rather, the system shall provide the electronic mechanism through which such requirements shall be submitted and managed. 6.0 AGENCY USER MANAGEMENT AND AUTHORIZATION The head of the agency or entity shall designate the authorized personnel to manage the submissions through DBM SUBMIT using the DBM SUBMIT User Authorization Form attached as Annex A. The authorized personnel may continue editing the returned request and resubmit it through SUBMIT. 8.6 Processing and Completion. - Requests that have undergone the appropriate DBM review and have been deemed to be compliant with the requirements shall be forwarded for further processing. The status shall be updated upon completion of the transaction. 9.0 TRACKING AND STATUS MONITORING SUBMIT shall allow the authorized personnel to monitor their submitted requests and view the corresponding transaction status. The electronic status reflected in SUBMIT shall facilitate the tracking of requests throughout the submission and processing cycle, including requests that are returned for compliance and those undergoing DBM processing.
