DIGITAL P. 2 / 19
The implementation of DBM SUBMIT shall pursue the following objectives:
2.1 Digitalize the submission of budget execution-related requests by
providing agencies with a centralized and standardized electronic
channel for submitting requests and supporting documents to the DBM.
2.2 Reduce paper consumption and administrative resource requirements by
minimizing the printing, reproduction, physical handling, transportation,
and storage of documents associated with manual submissions, thereby
contributing to the prudent use of government resources.
2.3 Improve the speed and efficiency of government transactions by
streamlining the receipt, review, routing, and monitoring of agency
requests and reducing unnecessary manual and physical transmission of
documents.
2.4 Improve transparency and traceability by providing agencies with the
capability to monitor the status of submitted requests and maintaining a
record of transaction history and actions taken in the system.
2.5 Standardize documentary submissions by promoting consistent
submission of required information and supporting documents and
facilitating the identification of incomplete or deficient submissions
before further processing.
2.6 Contribute to the modernization of public financial management by
developing a more integrated, technology-enabled, and efficient public
sector.
3.0 LEGAL AND POLICY BASES
The implementation of DBM SUBMIT is anchored on the following laws, policies,
and government reform initiatives:
3.1 Section 9 (I), Republic Act No. 12254, or the E-Governance Act
institutionalizes the transition of the Government to e-Governance and
provides for the digitalization of government processes. The law
promotes the digitalization of paper-based transactions, as well as the
use of Government Public Key Infrastructure (PKI) to facilitate secure
electronic transactions.
Section 15.4 of the Implementing Rules and Regulations of R.A. No.
12254 further provides for the promotion of Government Public Key
Infrastructure (PKI) digital certificates that enable paperless transactions
and remote approval by signatories in government, as well as the
digitalization of government records and workflows.
