Pipo ee 2, XX X XXX ~ 26-0842 +H IN THE MATTER OF THE CESSATION OF ALL ACTIVITIES RELATED TO THE NOVEMBER 2, 2026 BARANGAY AND SANGGUNIANG KABATAAN ELECTIONS BY VIRTUE OF REPUBLIC ACT NO. 12326 This pertains to the Memorandum dated 25 September 2026 of Deputy Executive Director for Operations Rafael B. Olafio, Head, 2026 BSKE Project Management Office, relative to the cessation of all activities related to the November 2, 2026 Barangay and Sangguniang Kabataan Elections by virtue of Republic Act No. 12326. The Memorandum of Deputy Executive Director for Operations Olafio, reads: “On September 25, 2026, the President of the Republic of the Philippines signed into law Republic Act No. 12326. The law fixes the term of office of barangay officials and sangguniang kabataan members to five years, virtually postponing the BSKE which was supposed to be held on November 2, 2026. Its effectivity clause provides that the law shall come into force immediately after its publication in the Official Gazette or in a newspaper of general circulation. This law was uploaded and published in the website of the Official Gazette on September 25, 2026. The Commission has been preparing for the conduct of the BSKE. Resolutions were issued governing the conduct of the elections from the calendar of activities and the prohibited acts, to the filing of the certificate of candidacy and the instructions to the voters and the poll workers. Forms and supplies were procured and the official ballots were printed. The electoral boards were constituted. However, with the enactment and effectivity of R.A. No. 12326, the preparations must come to a halt, and the paraphernalia, forms and supplies procured in relation thereto be properly handled, stored and preserved. In this regard, it is most respectfully recommended that: 1. All activities relating to the conduct of the November 2, 2026 BSKE, except as herein provided, be stopped and discontinued, including the scheduled filing of the certificates of candidacy and the ensuing campaign period; 2. The prohibitions of certain acts connected with the conduct of the said elections pursuant to the calendar of activities and other related laws, rules and regulations, be lifted;
